- Founder / Chief Consultant
Belinda Li is Founder and Chief Consultant at CiTTA Partnership. Her passion for combining the power of business with the promise of social impact has steered her journey, and it is one that includes over 20 years of experience solving some of society’s most pressing challenges with clients in the nonprofit, public and private sectors.
Before founding CiTTA, Belinda worked as a Senior Associate at the global consulting firm McKinsey & Co, where clients included United Way, the Field Museum, and Fortune 100 companies. She brings particular expertise to the health, education, and environmental fields, with a background as program manager of the Chicago Climate Action Plan, a business manager at General Electric Healthcare, and a PhD in Medical Physics from the University of London. She holds an MBA from the University of Chicago Booth School of Business and currently serves as the Treasurer of the Board for both the Social Enterprise Alliance Chicago Chapter and the Illinois Environmental Council. She is also an Advisory Committee Member of Accelerate 77.
Belinda lives with her wife in Chicago, where she is an active volunteer and meditation facilitator for the Dharma Drum Mountain Buddhist Association.

- Co-Founder / Web Consultant
Phyllis Lee is Co-Founder and Web Consultant at CiTTA Partnership. She has nearly 20 years of experience working as a Web Developer and Information Architect. Her love for solving the ever-changing puzzle of effective information sharing and communications led her down an academic path that included visual arts, database constructions, web-based application programming, and usability design. Since 1999 she has been building user-friendly websites and intranets to help businesses operate more effectively and efficiently. Her clients are given the tools to promote their brand and products, and the capability to streamline productivity among their staff. Phyllis has an MFA from Northern Illinois University and a BFA from SUNY Oswego. She also completed a certification program in .NET Development at DePaul University. Phyllis lives in Chicago with her wife and their two rescue cats.
- Marketing Associate
Christy Allen is Marketing Associate at CiTTA Partnership. She is an experienced writer and researcher who has published compelling B2B and B2C web copy, academic book chapters, and short stories. She believes strongly in the power of the pen to increase empathy, build community, and advance social justice. She is a lifelong activist, having volunteered for organizations like Amnesty International’s Refugee Network and the Inter-American Forum on Human Rights. Prior to her work at CiTTA, she taught sociology and qualitative research methods courses at DePaul University and universities in Canada and the United Kingdom. She holds a PhD in Sociology and a Master’s Degree in the Theory and Practice of Human Rights from the University of Essex, and a BA in English and Sociology from the University of Dayton. She is also an alumna of Simon Fraser University’s Writer’s Studio with a concentration in fiction. She lives in Chicago with her daughters Lucy and Joy.
Ellen Au is the Marketing and Communications Intern at CiTTA Partnership. She is a recent graduate of the University of Illinois at Chicago with Bachelor’s Degrees in Economics and English. Ellen served as the Vice President of Communications for the UIC National Pan-Hellenic Conference and was an active volunteer in Chicago. Ellen was awarded the 2017 Chancellor’s Student Services & Leadership Award for her vision, organization and community involvement. Although she may have graduated, Ellen is a perpetual student and spends her free time learning how to code and keeping up with the latest social media marketing tools. She loves writing, data analytics, and is fascinated with the ever-evolving field of communications in the digital age.
